A data localization clause requires certain categories of data to be stored and processed within a specific country's borders, rather than transferred abroad — distinct from a cross-border transfer clause, which governs data that does leave the country under appropriate safeguards. Some data simply isn't permitted to leave at all under certain regimes.

Cross-border data transfer clauses assume data can leave the country if the right safeguards (like standard contractual clauses) are in place. Data localization is a stricter requirement layered on top for specific data categories — it doesn't matter what safeguards exist, the data must stay within the country's borders entirely.
Sectors like banking, payments, and government services are the most common targets of localization requirements — the underlying policy concern is usually national sovereignty over sensitive data, not just individual privacy protection.
For a vendor operating cloud infrastructure across multiple regions, localization requirements can force specific architectural decisions — dedicated in-country data centres or regional cloud instances — that go well beyond standard data-protection compliance.
A fintech company processing payment data is subject to a regulatory requirement that certain transaction data be stored exclusively on servers located within the country, even though the company's primary cloud infrastructure is hosted internationally. The contract with its cloud vendor must reflect this specific hosting requirement.
